Intro statement:

At Care First Recruitment Ltd. we are currently recruiting for an experienced Travel Assistance Manager to join a fast-paced Service in East London. The Local Authority are in a period of exciting transformation, and they require a fast-thinking Travel Assistance Manager to support with day-to-day operations as well as strategy. This is an Interim placement to fill a vacant position

Aim & Job Purpose:

This post will lead and manage the Travel Assistance Service for children and young people with Special Educational Needs and ensure that its service offer meets the needs of young people, is of high quality and is value for money

You will be leading, managing and developing the Travel Assistance team and service, while working with the Group Manager and Head of Service on future service design, procurement and contract management discussions with neighbouring boroughs

Main Duties and Responsibilities:

  • You will ensure that processes for travel assistance applications, assessments, complaints investigation and brokerage
  • Lead any external procurement of services, including developing specifications, running tender processes, negotiations and contract development, ensuring that they are in line with corporate and legal requirements
  • Lead any internal commissioning of services, including developing the required service offer, negotiating with internal teams and developing Service Level Agreements
  • Ensure that processes for travel assistance applications, assessment, complaints investigation and brokerage are clear, operate efficiently and robust
  • Carry out local market development with providers, including market testing, provider development, Quality Assurance, benchmarking exercises and Value for Money interviews
  • Lead on user engagement around Travel Assistance, working with providers to test customer satisfaction through a variety of means
  • Contract management
    • Develop and agree Contract / Service Level Agreement management arrangements with internal and external suppliers
    • Ensure that contract and user information is collected and monitored effectively through, e.g.: KPIs, reviews of routes provided by providers, staff information, complaints received and the outcome of any investigations, safeguarding alerts, quality checks and audits of provision

Essential Skills & Qualifications: (Please ensure that your CV addresses the following items):

  • Experience of managing staff and complex situations, using clear judgement to advise others to do the same
  • Monitoring contract or Service Level Agreements
  • Work with senior managers to develop strategy and delivery plans
  • Ability to review, monitor and evaluate programmes of support
  • Ability to work children with diverse SEN and their families and schools
  • Ability To Communicate Effectively Both Orally & In Writing To A Wide Range Of People
  • Ability To Organise Own Workload To Meet Targets & Deadlines
  • Ability To Work As Part Of A Team And On Own Initiative
  • Demonstrate commitment to providing high quality services to children and young people

Knowledge and experience required:

  • Previous experience in similar role with a Local Authority
  • Leading, managing and developing the Travel Assistance Service
  • Work with the Service Manager and HOS on procurement and contract management
  • Ensure that processes for travel assistance applications, assessments, complaints investigation and brokerage
  • Lead on procurement of service
  • ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g.: G-Suite)

Preferred Experience & Skills:

  • Local authority/public sector experience
  • Any relevant qualifications held or being studied for
  • Experience with Microsoft Office (Beginner and/or above)

  • An enhanced Disclosure Barring Service (DBS) certificate will be required for this role (applicants will be subject to checks). Your DBS must be either through us or be accompanied by a subscription to the DBS updating service
  • Satisfactory UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this

Salary:

Pay Rate per day: £210 to £230 per day
